Before launching Capitol Harbor Strategies, Earl served as a Principal with The Florida Group. He previously served as Chief Legislative Aide to former State Representative and current Senator Tracie Davis of Jacksonville, and also served as a top aide to former State Representative Reggie Fullwood during his time in the Florida House of Representatives.

Throughout his time in the Florida Legislature, Earl assisted with drafting legislation and bill amendments, advancing policy initiatives, managing appropriations projects, and working with stakeholders on federal, state, and local issues.

During his time in the Legislature and in private-sector government relations, Earl developed strong relationships across Tallahassee, Northeast Florida, and beyond. His background gives him a practical understanding of how policy decisions are made, how public funding moves through the process, and how to build effective advocacy strategies for clients.

Earl also brings experience as a licensed professional in the insurance and benefits industry, giving him added perspective on issues involving health care, coverage, risk, and financial security. His broader professional background allows him to approach client matters with both policy insight and real-world understanding.

With a strong dedication to community service, Earl has served as a mentor with Big Brothers Big Sisters of Northeast Florida and Take Stock in Children for more than eleven years.

Earl holds a bachelor’s degree in Community Health from the University of North Florida. Originally from New Jersey, he has made Jacksonville his home for more than 20 years. He is a proud girl dad who remains committed to making a meaningful difference in the community.
